top freezer isn't freezing anything but ice cubes.

It's at the lowest setting yet nothing is freezing . In the fridge , the light bulbs are top middle length wise. Can I safely remove the top centre light bulb holding apperatise for cleaning purposes? And how, please? Icecream melt down from the freezer through the lights. Help please?
