air cirulation proublem

bottom shelf of refrigerator freezes everthing.top shelf thermo reeds 40 degres.freezer shute ice forms lower two thirds on outside thermo zero.when going into defrost sounded like it plastic pieses were breaking apart.seems like it circulatelating proublem in my opinion.
