There is no voltage in the four prong plug my ice maker harness plugs into

I replaced several parts over the years, but the ice maker hasn't worked for years. I purchased my third ice maker a week ago, and I still have no ice. I checked the harness, which is new, and it had continuity. The plug in the back of the cover in the freezer has no voltage. Is there another wiring harness that needs to be replaced?
