The refrigerator is not self-defrosting

The model#970 432830 Kenmore refrigerator is not defrosting although the defrost timer and defrost thermostat was replaced. Then the heater for good measure. How can I test the electronic defrost timer to verify that it's working once installed?

Do you own this unit? Please describe repair issue you are having.
